NPDES / Stormwater
The NPDES section administers the National Pollutant Discharge Elimination System (NPDES) program for the County of San Bernardino and the San Bernardino County Flood Control District. This stormwater management program is mandated by the Federal Clean Water Act and is implemented by the State Water Resources Control Board, and has the goal of preventing pollutants from entering our lakes, streams, rivers, and oceans through stormwater runoff.

Santa Ana River Watershed Stormwater Permit
The District, the County, and the 16 incorporated cities in the Santa Ana River watershed are Co-permittees under a stormwater discharge permit, issued by the State of California through the Santa Ana Regional Water Quality Control Board. The San Bernardino County Flood Control District has been designated “Principal Permittee” under the MS4 Permit, and administers and coordinates many of the permit requirements on behalf of all the Permittees.
The Permittees are implementing and complying with the requirements of the latest NPDES MS4 permit (4th iteration) that was issued in January 2010.

NPDES Inspection Program & Billing
Under the NPDES MS4 permit, the co-permittees are required to implement a business facility inspection program to ensure that pollutants are not flowing from private property into the stormwater system. For more information visit our NPDES Inspection Program FAQ – Public Works (sbcounty.gov).
